LS3 Programme Coordinator Mandate

 

Long Shutdown 3 (LS3) Scope

This mandate encompasses activities during LS3 across all accelerator facilities and experimental areas under the responsibility of the Accelerator and Technology Sector (ATS). It includes oversight of associated resources. The Run 3 Installation Coordinator mandate, as outlined in  https://edms.cern.ch/document/2649439/1), is a component of the LS3 Coordinator mandate, with responsibilities specified in the former being managed by the same team. Given its priority, the HL-LHC project is directly represented in the LS3 team.

LS3 Period

The period covered spans Run 3 and LS3, as outlined in the Long-term Schedule for the CERN Accelerator Complex (https://edms.cern.ch/document/2311633/LAST_RELEASED).

LS3 concludes with the handover to operations for powering tests, machine check-out, beam commissioning, or equivalent in the injectors.

 

LS3 (Programme) Coordinator Responsibilities

  1. Definition of LS3 Activities and Options:
    • Before LS3, definition of the main activities, considering potential options based on activity priorities.
    • Analysis of LS3 duration and availability of required resources.
    • Planning considering needs of both the accelerator complex and experiments.

The HL-LHC project holds the highest priority to ensure full LHC exploitation and achieve ambitious Run 4 physics goals.

  1. Analysis of Resource Availability:
    • Creation of an inventory of LS3 activities, identifying critical resource issues.
    • Interaction with Department Heads for resource availability.
    • Analysis of critical situations warned by the hierarchy.
    • Proposition of mitigation measures (rescheduling, descoping, reallocation) to the LS3 committee and management.
    • Ensuring compatibility of resources and planning across the LHC machine the injectors and corresponding experiments and experimental areas.
  2. Preparation, Coordination, and Follow-Up:
    • Involvement in the preparation phase, including logistics and storage coordination.
    • Coordination of LS3 activities during execution.
    • Oversight until completion, ensuring efficient use of resources in LS3 activities.

LS3 Committee

The LS3 (Programme) Coordinator establishes an LS3 committee to:

  • Examine and define safety conditions for co-activities.
  • Monitor all activities within the defined scope and period.
    • Optimize the schedule continuously to ensure efficient use of resources.
    • Decide changes in activities and priorities.
  • Follow-up on quality control.

The LS3 Committee serves as:

  • An information channel to all concerned departments, groups, experiments and LS3 related major projects
  • A platform for introducing and assessing new proposals recommended by the LMC or IEFC.
  • An executive committee dealing with technical and organizational aspects of LS3, including Run3 (E)YETS.
  • It Includes accelerators, transfer lines, facilities, experimental areas, and covers all LS3 period activities depending on ATS resources.

 

Communication and Reporting

The LS3 Coordinator or its representative will attend relevant meetings, including:

  • ATSMB meetings related to LS3 subjects.
  • Meetings with LHC experiments.

The readiness for LS3 will be reviewed in Q3-2024 in an event organized by the LS3 Coordinator to confirm the LS3 starting date and its duration.

The LS3 Coordinator reports at a strategic level to the CERN Director of Accelerators and Technology and on an operational level to the LMC and IEFC.
